Can the UN be transformed or recreated to resemble a total world government?

Just an innocent question. I was wondering if the UN, or possibly that same concept of the UN, could be made into a somewhat worldwide government? All this War, hatred, economic confusions, everything (at least I think) can be solved if each country elected a delegate (like the UN does today), and discusses how the world will be run. It would almost be like a Senate or Congress type of thing, except it deals with countries all over the world and actually directly gets involved with it. Is something like this possible? Conceivable? Beneficial?
