How Do I Find Out What The Noise Ordiances Are For The City I Live In?

I live in Palm Bay, Florida, and recently my son, who is 25, aquired a small car, which he has been working on with the plan to use it as a cheaper alternative for driving to and from work. Since my son works long hours during the day, he often has to work on that car after he gets home in the evenings. He keeps it inside our garage, only taking it out to test drive it, etc. The problem, however, is a neighbor, who resides in directly around the corner from our home. This man has rudely complained to my son about the noise, saying "you can't be running a garage around here". My son apologized because he did not know how late it had become (it was after 11:00pm on a Friday night)...but the man still was rude. He has taken toys that have landed in his yard before by my grandkids and glares at them and us when they are outside riding bicycles, etc. I have the unmost respect for folks of older generations, but where do you draw the line? I am truly offended by this man...and while I understand having peace and quiet is important, there are other ways of handling such a situation without being mean. I am tempted to speak to him about it myself, but seeing as my son is not underage, I don't think I have the right to do so. How should we handle this situation without it turning ugly? I don't want to do the wrong thing and cause more problems.
