Why is he behaving like this? Please help; I need advice/consultation!?

If a guy is in to you, he WILL have time to talk to you no matter what. So you saying that he didn't talk to you for two whole weeks is saying he's not so interested. If you would like him to become interested ignore him and talk to other guys.
